Cannot Start Graph error

When I try to import my mjpeg pinnacle capture filter into NSVCAP I get an error 80004005: Cannot Start Graph

What does that mean?
I also get 80004005: Cannot Set Frame Rate for Preview when Preview option is enabled.

I'm trying to find a resolution to the same problem and have seen the term "card" used a couple of times now. Is this referring to my video card (i.e., NVidia GEForce)? Or are you referring to NSVCAP?

Thanks!
