Well, any fairly new image editor should do the job - but I'd recommend one of the following:

The GIMP (http://www.gimp.org)
------------------------------

It's free and every bit as good if not better than PhotoShop!

JASC Paint Shop Pro (http://www.jasc.com)
-----------------------------------------

I like this - significantly cheaper than PhotoShop while still having almost all of the power.

Adobe PhotoShop (http://www.adobe.com)
--------------------------------------

If you must...

OK, personally I like Paint Shop Pro, but only because I never really used Photoshop as much, but i know that it is still an excellent and powerful tool, I think in the end, its basically what you prefer, or what you're used to; they can both do a lot of the same stuff, but they each have some things they can do better than the other. I would suggest you get both and see what you prefer.

Oh and something to bare in mind is that Photoshop has a far bigger follwing, so there's better supprot in the form of extras to download, tutorials, forums and general advice, a nice site to check out is www.photoshopcafe.com

One last thing, don't listen to what anyone might tell you, pngs are the best

The only reason I ask is because I was messing around with the default.wal folder in the winamp 3 skins directory and I found that the images were all png files in the winamp 3 skin.

Oh yeah, that's right, I remember looking at the Winamp3 skin and was pleasantly surprised to see pngs were being used.

Irfanview can be used to view PNG files.

Macromedia Fireworks is another editor you can consider. Its native file format is PNG.

I finally got a copy of GIMP, i downloaded it onto our graphics computer since it is freeware and legal :) unfortunately its not on Linux (we're using Win2000) so its a bit limited in comparison to the Linux version but is still packed with loads of stuff; it takes a bit to get used to but its worth it and if there are legal issues which mean you can't have an illegal copy or afford the real thing, its a great alternative, definately worth checking out.
