If you are using classic skins you can do it in pledit.txt in the compressed skin file. It is a zip file so renaming it should allow winzip/winrar/7zip ect to open the file.
If you are using the default skin, I think it is built in and you will need to use a skin OR get the classic skin itself(They do have it kicking around.) to edit.
You start to get into all kinds of extra editing to make all the other windows follow the color scheme. It can be quite fun to play with skins.
Winamp will load a folder from the skin folder ( c : \ program files ( x86 ) \ Winamp \ Skins) so you do not have to compress the files over and over.
