Well it's no secret that even the latest version of Winamp has better native (out-of-the-box) support for audio formats. The discontinued Pro version has good, but not perfect, support for H.264 video.
Assuming your CCCP codec package has the appropriate decoders and is setup to provide them thru the DirectShow mechanism, there is a small chance that changing the file's extension from ".ts" to ".mpeg" will allow Winamp to play the file correctly.
Otherwise you would need to convert the ".ts" package format, and maybe the video and audio streams in the package, into something that your version of Winamp provides native support for. Converting the video and audio streams includes the risk of degrading their quality. Look at answer 9 in the article linked below.
