No audio in ads

Hi there, I'm new to the monetization system.

I've just started to schedule ads at my local server and at master.shoutcast.com
(Say A-Signal and B-Signal)

Sc_serv's log (local), seems to trigger ads succesfully, but when listeners connect to the signal from outside my country (MX), both signals become silent while ad blocks are running, then, as soon as the signal from my station airs again they both start playing again, so, I think it may be a bitrate issue or bitrate sincronization failure with the ads?

Signal is generated @ 64kbps/44.1KHz MP3.

Am I doing something wrong or maybe I'm just already behind the Shoutcast & Trump's Wall?

Local listeners (MX), are correctly listening the local mandatory ads.

Listeners not in MX, are disconnecting from my signal due to this, because they think my signal just broke down, instead waiting for the 2 minutes silence gap (Sponsored by Shoutcast ) to end (since audio on the local ads doesn't air to the signal).
