Running shoutcast servers as a business and music

Hello i have a question. I know it's normal to talk on shoucast like for news. I have seen radio stations do this. But i was wondering what about for music? I know there are rules if you are playing other peoples music you have to pay a royalty fee. But what i wanted to know is who do you have to pay for that? Well the more question is you have so many songs and Can not just go to every owner who owns the song to pay them. Is there one place a person can go for this?

The reason why I'm asking if my cousin would like to start a small business hosting a radio station. But at this moment trying to figure out all the rules so he doesn't get in trouble by the law.
