Mpeg Audio Decoder :: Streaming :: Data Buffer

What is the logic model for how Winamp manages the Streaming Data Buffer for the MPEG Audio Decoder?

For example, if the Streaming Data Buffer = 64k. Will it only read up to and then attempt to maintain a 64k buffer?

Meaning it won't try to read ahead... I am trying to understand how it maintains its "window" for a particular bit rate.
