ok i have winamp 2.8 or something...and it wont let me put skins in how do i?

i have them downloaded its just i dont know where they go

You may be trying to download Winamp3 skins (WAL files). Winamp 2 does not support them. Install Winamp 5 it supports both Winamp3 skins (modern skins) and Winamp skins (classic skins). WA5 is a upgrade to WA2. Right now Winamp 5 is available as a release candidate. Download if you wish or if you don't mind waiting a day or two (hopefully) for the final public release, check back at Winamp.com for Winamp 5.
