problems building NSIS

We're using a slightly customized version of NSIS which we built a couple of years ago. I'm attempting to rebuild, and I'm missing something.

I have
Python 2.6.5
scons 1.3.0
Visual Studio 2008 and 2010

Here are the errors I'm currently getting:
