System Independent Volume Control?

I have searched through the SDK and the forums I but have not found an answer to this question. Is it possible to control the Winamp output volume independently from the system volume settings like Windows Media Player's volume control does? I am using the OUT_WAV.DLL plugin and as is normal for the plugin, setting the volume in Winamp also changes the "Wave Out" setting on the system volume controls. The result being that other system sounds that use wave output are also reduced as well.

I would like to be able to change Winamp's output volume without changing the settings of the system in general just like Windows Media Player does. Is this possible?

If you use the DirectSound output plugin, its volume control is independent of any of the Windows volume controls.
