Device-specific on-the-fly encoding?

Hi,

I want to store all my music in FLAC, because FLAC is awesome.

I also want to buy one of those waterproof mp3 players, for similar awesomeness-related reasons, but they don't support FLAC, just MP3 and WMA.

Is there any way I can get Winamp to re-encode my FLAC music to MP3 as it fills up this waterproof little bundle of joy?

And as a complete aside for those of you bored by the above question, a complete aside: Is there a music player for Android phones that will rate music in a way I can somehow export back to Winamp?
