performance rights organizations for foreign music

My station plays exclusively music from Africa and the French Caribbean. There are over 6,000 tracks written and performed by hundreds of copyright owners and featured artists. Can anyone suggest a licensing service that will pay royalties to the performance rights organizations for these foreign copyright owners and featured artists? (PRONETLicensing covers mostly performance rights organizations for American copyright owners and featured artists.)

Normally you just have to buy a license for your country. As an example: I have to pay GEMA and GVL because I come from Germany.

You may be wrong on that. I suggest you check a few assorted tracks for copyright owner and featured artists, and make sure you are paying both sets of royalties for playing those tracks. If your station is available worldwide, as most webradio is, you need to tell them that.

If you pay in your own country you are covered for playing copyrighted music , no matter were they can listen to you.
In my country you pay both Buma Stemra and Sena

one if for the groups and singers and the other for the writers of songs.
There is no need to pay others.

this may be different in other parts of the world but in general if you pay for playing copyrighted music it covers it all.

PRONETlicensing tells me that the only way royalties are paid to copyright owners and featured artists is through the performance rights organizations (PROs) with whom the owners and artists have signed. If you play an American track and pay a Dutch PRO, no royalties are going to the American owners and artists.

If i pay here in the Netherlands for playing copyrighted music , i can play whatever artist i want to play and copyrights are covered by law.

and don't argue with a station owner that is paying according to that law.

I've been webcasting since 2002, and am only sharing with you what I was told by PRONETLicensing. What you said about Buma Stemra is inconsistent with what I was told, so I asked Buma Stemra about what their licensing covers. When I hear back, I will share their response in this thread.

If they tell you that it means that you have to pay for every country in the world if you play music from that country than that is b**shit.
if their license doesn't cover that , they offer a different license

OK, your playlist is mostly not Dutch artists. Let's say you had a Taylor Swift track. Her royalties are probably collected by ASCAP and SoundExchange. Is Buma Stemra saying that they will pay royalties to her through ASCAP and SoundExchange; if not, how do they pay her? It's the same issue for CD sales. Taylor Swift sells CDs in the Netherlands; she obviously gets some money from every CD sold there.

ASCAP sued StreamLicensing for NOT paying royalties. I think StreamLicensing may have taken advantage of webcasters with fraudulent indemnifications. I still have not heard back from Buma Stemra on this question. I am looking for a reliable way to pay royalties for the tracks on my playlist.

if you are based in the Netherlands Buma Stemra en Sena are the only way to be covered.
If you are based elsewhere you need to contact local license companies.

it looks like Streamlicensing have been a bad boy , they took people's money but didn't provide a legal license.......

A national agency that collects royalties has to make sure it goes to the right place
if ASCAP and BMI don't do that , they don't work according to laws......

I also work for a local radio station ( FM based) and we can play anything we want since we pay our for playing copyrighted music to Buma Stemra and Sena.

i also worked for a commercial AM station from 2005 untill 2012 and we paid a fixed amount so we didn't have to send them our playlist.

just think of the example you gave about artists selling cd's .
if you pay for playing copyrighted music it's the task of the agency to make sure it gets to the artist that are playing on the station.
If they don't do that there is something wrong.
