Question

If the SHOUTCast website (station listings, everything..) shut down, due to the new laws on net broadcasting in the US, would people with the files still be able to broadcast (privately)?

Yes, the SHOUTcast software will have no problem running. The only reason it contact SHOUTcast.com is to list your station and that can be turned off easily.
