Winamp/Shotcast Help

I have a nio 2/4 usb audio interface. I have installed winamp and the dsp 1-9-0 plugin
I get the message nscrt .dll missing
Winamp opens fine and works
The shoutcast levels are fine when winamp is selected but when input is changed to soundcard the levels flicker at -72db

In my sound controls in vista - i have no option for stereo mix/what you hear and have ticked show, disabled and hidden

My souncard shows as line in in record and line out in playback - named nio 2/4

I am wanting to stream but need to sort this out.
Does anyone have any knowlege on this problem?
