Error opening port Could not bind to IP because Cannot assign requested address

I was in the process of moving sc_serv to another server, and killed the sc_serv process on the first.

After attempting to start sc_serv on the new server I am getting the following error:

2013-07-02 18:56:40 E msg:Error opening port 8000 because Could not bind to IP-ADDRESS:8000 because Cannot assign requested address
2013-07-02 18:56:40 I msg:[MAIN] Runner shutdown

What I do not understand is that I attempted to start sc_serv on the original server once more, where no configs were changed, and also get the same error. This took place in a matter of 5 minutes with no changes being made to the sc_serv server or on our local broadcast machine.

Any help even pointing me in the right direction for how to diagnose this would be greatly appreciated!
