The only ones I use are AIMP and Winamp on PC, and PowerAmp on Android.

OK, but that does not answer the second question.
You seem to be saying that Winamp will read ID3 tags in FLAC files.
I think that is untrue.
It is possible that FLAC files have ID3 tags, but that is usually seen as a bad thing.

Great!
Please upload a FLAC file that has only ID3 tags, without any other tags, that Winamp reads .
This could be very helpful.

In the "view file information" dialog, Winamp has a tab for viewing the contents of ID3, ID3v2, and/or Lyrics3 tag(s) attached to .MP3 files.

Even though we have one or more plugins to locate lyrics on the web, we need the functionality to add or edit the contents of Lyrics3 tags embedded within the .MP3s, themselves. Obviously, Winamp has native functionality to detect the Lyrics3 tag (though, not, apparently, to view them). With everything else available on the File Information dialog, it shouldn't be hard to add edit fields for the Lyrics3 and/or ID3v2 Lyrics data.

in_flac.dll still doesn't have GetExtendedRead_setTime. Is that something that can't be added easily due to the nature of FLAC files?

1. Option to view playlists with all columns of ML (i.e. replace ML window), and provide tabs for playlists
2. Format Converter should have 24, 32 and 32-bit float options also
3. Option to disable 'timer' and 'seeker' (less CPU stress, better sound reproduction)
4. Introduce drag and drop *from* Winamp
