fallback file

What happened to fallback file when your not playing live music? I can't get an answer from support. Did this feature disappear for those who are ever day joe who just wanted start a underground station. It seem it was available when the service was free for everybody. Now that I pay a fee a month its not available? I'm using shoutcast source dsp. Why isn't this working no more for every day joe's?
