Problem with ports

Helo guys,
I have a problem with my SHOUTcast server. When I start it, he asks me to choose a config file(normal). So I choose the sc_serv_basic.conf config file. But when I press the enter key, the console closes(not normal)! In the log it's write this:

What I should do?
For information, I run on a Windows 64bits on my computer(not on a hosted computer).

error code 10013 is "An attempt was made to access a socket in a way forbidden by its access permissions."

so would seem like you've not got the required permission to be able to bind to port 8000. it's not something i've seen happen on Windows before so you might need to run the DNAS as an admin user (though from a security point that's not ideal) or make sure that you've given permission for the DNAS to be allowed through the Windows Firewall (that's the only things i can think off for the moment).

I've tried to deactivate the Windows Firewall and to run as an admin but it didn't work, so it's not those things that causing the problem.

then i don't know as i've never come across such an issue and i can only go on what the error code is meant to mean according to the programming documentation. the only thing that otherwise comes to mind is a group policy on the machine to prevent such things.
