Where should I begin?

I have an idea for a simple VIS plugin that I would like to make, first of all because I want to add a spectrum analiser to winamp that looks a certain way, and also because I want to learn how to make plugins.

So, where should I start making a VIS plugin? Do I need C or C++ knowledge? If so, does anyone know of a good, dumbed-down tutorial? (Normally I don't need dumbed down tutorials, but I'm finding coding in general very difficult to comprehend) Also, a good free, simple compiler for whatever code I need? Maybe a template to work off of?

Or, for people who prefer helping idiots, here it is in idiotspeak:

OMG, I WANT TO MAKE A PLUGIN THEY ARE SO 1337 WHO CAN HELP ME IWANT HELP WITH MAKING A PLUGIN!!!

Do people honestly not know? Or, did everyone just miss this thread. I'm gonna assume from what I read that I need C++ for all types of plug-ins, but do I need to know more than that?

Well to start off, I would not use a plugin made by someone who doesn't take the time to learn the language the plugin was written in.
