"Invalid Resource"

Ok, I tried the stickies and I am still having this problem:

I am runnin the Win32 1.9.2 server, no problem with live streaming - I can't get my on demand material to work; whenever I call a file I get the "invalid resource" page through my browser...

here's the link:

Check out the Sticky post titled:
