A website is not the same thing as a SHOUTcast server. If you have a dedicated server and shell (SSH/Telnet) access, some web hosts *may* allow you to run the SHOUTcast server, but you would want to ask them.

Well, you have to connect to a server to stream. The server doesn't have to be on the same machine.

Here's some handy tutorials

Yes,

Several stream hosting companies offer a non-live streaming capability.

Check out http://www.radiotoolbox.com/hosts for an independent review list of reputable stream hosts.

do you have ssh/telnet access to the server that you need to install it on? or will the webhost install it for you?

if not then you need to check out something like this.
