Streaming kbps problem :(

I specified in my shoutcast source configuration the bitrate i would like to encode/output at. Unfortunately everytime i do so it ends up broadcasting on the server and shoutcast url specifies it as 24kbps. I am not sure what the problem is here at all. Been trying to look for any configuration to fix this but no luck

Any ideas?

UPDATE:

Nevermind i got it, it wont let me use the encoder 2 configuration with it, only encoder 1. Not sure why that is but thats ok.
