What about bitrate?

If you install shoutcast on your system and want to server a few mp3's, does shoutcast decode and resample the mp3's in real time to match a set bitrate, or does it only stream mp3s at the bitrate they are saved in? so if you are streaming an mp3 with a bitrate your bandwidth can't handle, will it lead to studdering? Please explain this part of shoutcast

The SHOUTcast DSP (live) re-encodes
The server (On-Demand) does not
