convert plugin sdk to dx9

I've converted the SDK to DX9 - let me know if you want the mods required. Not sure of the right way to integrate them into the SDK - maybe someone can let me know ?

all you did is change all the include lines to get dx 9 files, and all the object names that reference dx 8 to dx 9...right?

what do you mean integrate them into the sdk?

yes i'd like to see the mods
