DSL Listeners

Quick question for those who might know.

My station is currently only catering to DSL connections and higher. It's been my experience so far that DSL listeners can't really handle a bitrate higher than 96kps stereo (at least the DSL listeners that I know of). I would like to increase the quality up to 128kps, but I really don't want to cut out DSL'ers. Does anyone know if 96 really is the limit for DSL, or is the ones that I know of are the exception?
