want to broadcast at 16k or 8k

Does anyone have a plug-in (that works) that will enable me to broadcast an output of 8k or 16k? I am using winamp 2 and the lowest bitrate ouput is 24k. my email is mrthemesong@yahoo.com is anyone has one and can send it to me. Thanks for all the help.
