ports

my ip address is 68.41.107.51 and my brother uses the same one on his computer because we use a router for cable internet. i've tried to use this ip address with several different ports like 8100, 9023, 9998. i've also tried 127.0.0.1 but it wont broadcast on realplayer or winamp on his computer like it does on mine. how can i get this to work? please help someone.
