Want SLOWER Source Encoder

I want to set up a SLOW bitrate to send a voice quality Shoutcast stream using a poor quality dialup connection. I am using the latest DSP Plug-in, Windows 98. The Encoder type in the Shoutcast source configuration is "MP3 Encoder" and the slowest Encoder Setting I can select is 24kbps, 22.050 khz Mono. I see 8K and 16K bitrate streams on the Shoutcast stream list. How can I get a slower upstream bitrate ?
