Buffering over 100 listeners?

We have a few shoutcast servers on a P4 3ghz 1gb ram server on an oc3 connection. Having problems with buffering with over 100 users. Casting at 40kbps stero. Not really sure why it would buffer. Any clues?

do you have a direct oc3 line for your station, or are you streaming to a oc3 connection
