are there any websites around where you can legally purchase full games/apps online and download them without anything going through the mail? sort of like the old shareware concept, download and pay.

To answer your question - no, not really because it would allow you to basically have a copy of a game that would be easily warezed.

Requiring a physical CD cuts down on piracy a lot and so therefore they do that.
