Is this possible?

Hello all,
I'd like to use Shoutcast to provide good quality audio to only one user at a time. What I'd like to do is have someone call my computer modem directly, connect, and be able to get streaming audio from my computer. Is this possible with Shoutcast? If not, does anyone know a way to do this? I'm not sure if Shoutcast will work without being on the internet.
