Did you disable/configure any firewalls such as the built-in one in Windows XP?
Check out http://www.radiotoolbox.com/cantheygetin and see if the reported information there helps. Does your ISP block ports? |

Windows XP firewall is disabled, my ISP does not block ports, and that web site says that its closed.

You'll need to find the source of the closure.
What IP did you use? Are you sure it's your real, world-visible ip? |

I fixed it. I just got my local IP wrong for the port forwarding.
