Sending ID3 tag info from linux

Ok I'm looking for info on how to send ID3 tags from linux. I don't want to use sc_trans_linux or liveice because it rencodes already properly encoded mp3's. I'd like to hack holycast but need some idea of what the steps should be to send the ID3 info. I looked at the liveice code to see if I could learn anything but it appears to just have a hook to supply an "UPDATE_SCRIPT" that would take care of sending the tags.

Can I send them to shoutcast or do i need to send them directly to the winamp clients and what's the best way to do this? Someone mentioned curl, are there any specs that describe this?

For future reference of the readers.

Now my problem is that the above URL although it works manually (i.e. entering it in IE) does not work with in libcurl since there is no response from the server which curl treats as an error. I've got holyshout hacked to call the URL with the file ID3 title but it keeps giving me curl error 52 which is no response.
