Receive buffer?

How can I listen to 128kb stream if my connection is DUAL channel ISDN (128k) which can _never_ be exactly 128k - at best, download is around 14.5 - 15kb/s?

Is there a way to create larger buffer - for example 500 kb or 1 mb? so it wont stop for rebuffering every 30 secs... ?

Winamp -> ctrl+p -> input -> Nullsoft MPEG decoder -> streaming tab
