PC or ISP proble????

I am not sure the best way to explain this so ill just try my best.

First about 3 weeks ago i noticed while playing a streamcast radio station on winamp that i often got buffer 0% and that i would always get could not connect on my internet pages when on the web. I have my computer hooked up to a router so i tried to see if this was the same with my other computer, and it is not.

I have tried to single out where the problem is coming from and i am now out of ideas. I have tried running my computer strait to the modem alone. I have bought a new ethernet card, new cat5 cable, i have used all 4 ports on the router. I have re-formatted 3 times in 2 days now.

It seems i can be online and what now and not even notice it sometimes, My msn messenger will show me offline to my buddies and not to me, and like 2 minutes later i get back like all my messages saying they were not able to be delivered.

I have made numerous phone calls to my ISP, comcast, and they continue to tell me it is the router's problem and not theirs.

Any ideas? much thanks in advance.
