mp3pro on shoutcast servers and stats

Hi I've got 2 questions:

1. I tried to broadcast with mp3pro on shoucast server and sam2 broadcaster and sound offen had speed up or there were sam strange noises in a stream..There were offen buffs..Did some one used mp3pro and what program had used?

2. I run medium size net radio in poland and our competition is rising by their own statistics..How to check how do they do that and is it legal to do reverse enginering in shoutcast server code?How to beat up the stats?
