Unzip and run it.
Right click on the window, select "Encoding Options". Set "Quality Management Mode" to 2 or less. Lower the number = lower sound quality but also smaller filesize. Select "Accept".
Right click on the window again and click "Select Output Directory". Select "Same as Input Directory", then "Accept".
Drag and drop the WAV file onto the "Drop Files Here" window.
It'll encode your WAV to a very small Ogg Vorbis (*.ogg) file, playable in Winamp (and many other players).
