Russian language plugin not working

I downloaded the Russian language plug-in, and installed, well I think I did. I double clicked the exe for the Russian language plug-in...there was no installation prompt, but it was such a small file, maybe you just don't see it install. Still, it's not working, do I have to do more steps or something?

Go to: Prefs (Ctrl+P) -> General Preferences
and change 'Language' to Russian (c/o drop-down menu)
