Not sure what to do

Hello
Ive been reading these forums for quite sometime now and come to a brick wall. Im running a dlink614+ router with a cable connection. I have set up my virtual server for pots 8000 and 8001 and still nothing. My brother says he can connect but can only here audio but cant see any video, also i am not listed under ttv listings.My problem is that nsvscsrc wont connect to my server. Here are my questions.
1. Do you have to have winamp running the dsp plugin for your server to work?
2. Svscsrc isnt supposed to always say [re] connecting right?
3.What ip address should i connect to using nsvscsrc? My router address, my personal ip address, or 127.0.0.1?

Any help would be greatly appreciated. Thanks all

if you are behind a router use your lan ip

OK well all those options are set. I just keep getting [Re] connecting 192.168.0.100:8000 over and over.... Is this arouter problem?

Well i guess im still confused about all this. It will partially work when i start winamp and play a .nsv file in it, the shoutcast source window will say sent xxxxx bytes.. but the nsvscsrc will just say [re] connecting over and over again. and heres what the shoutcast server says
