Problems when speaking

Ok , we have got a nice new server that can handle streams of up to 96kbps quality in stereo. Everything works fine until we go to speak using the soundcard input. The quality drops to 24kbps and sometimes the speech isnt even heard. The stream just has a big gap until u reinitialise the listning and it comes back.

any ideas what the problem is?

Does the sound quality actually drop, or just the apparent bitrate?
