AAC is not included in the NSVTools package.

Audio encoding with AAC.
Submitted by Yedo

You can use the winamp 5 enc_aac.dll to encode AAC audio for NSV. In order to do this - you must copy the enc_aac.dll file into the NSV tools folder and then rename this file to nsv_coder_aac.dll.

You do not need a special dll file or plugins for recieving nsv streams with aac audio, because Winamp already has the ability to decode AAC streams.
Follow the directions. Get the enc_aac out of winamp's plug-ins folder.

Now I want the lame_enc.dll to encode lower than 32kps. I dont know anything about compiling, can someone gives provides us that file please ?

" You must dwnload the latest Lame encoder from lame.sourceforge.net and compile it to obtain lame_enc.dll. You must then
replace the lame_enc.dll in the nsvtool package with the file that you just
compiled.  You will have more options on the bit rate using this new
compiled lame audio encoder. I can make nsv video with 8kbps audio." http://www.scvi.net/audio.htm
