Streaming in multiple bitrates

Hi all.

I'm currently streaming "ShareLive TV" at ~ 300k, listed in the Shoutcast YP.

I'd like to have an alternative stream for lower bitrates, and i don't have the source files I used for the stream...

Firstly, possible over - optimistically:

Is there a live stream transcoder OR a source that can transcode?

And if not:

Is there a way to simply transcode an NSV file to another NSV file with a lower bitrate? I'm not prepared to demux all the data, mux it into an AVI file and encode again, that is a bit too excessive.

I find it a bit "unusual" that the NSVenc tool can't read NSV files!

If the answer to all my questions is "No" - I've spent a while browsing the forums so I suspect that's the case - is there any support for this type of configuration planned?
