DSL Problems

Oooookay, first off I'm sorry to make a new post like this but I have searched and researched and simply cannot find the answer.

Let's see where to start? SHOUTcast works when I connect to someone else's IP. I used my friend's and it worked fine, but when I try to set up my own server, that's when I encounter my problems.

When I do What is my IP? I get : 68.162.159.135

I used RadioToolbox.com and I get this information...

Is my Port Open?
68.162.159.135:8000 is Closed

Reason Given: Connection refused
More about this error: This essentially means that the port is open to the internet but has no services associated with it. There is no firewall protection on this port.

I downloaded the UPnpInterface
and when I try refreshing I get this message: Winsock Error 10061: Connection is forcefully rejected


I'm on Windows XP Home... (which sucks by the way)
and ...well... hmmn.
