Multi-user install using HKCU & environment vars

I have a program I'd like to write an installation for. The program uses an environment variables for each user in addtion to some registry entries that are unique to each user. (Not the way I would have done it, but unfortunately, I didn't write the main program.)

I would like to be able to run the installation once under an admin account and then have a "secondary setup" that would automatically launch when a new user logs in to setup the environment variables/Reg settings for that user.

I seem to recall some trick (a registry entry if I remember correctly) that can make this happen, but I'll be damned if I can find it. I've been searching for the day and still no luck.

Can anyone help me out?
