Winamp broadcasting trouble

On most of my songs when they start to play, the input levels freeze. (when using winamp as the input device) However they start going again when I switch to soundcard input.

I used to just switch from winamp to soundcard input to do my voice-overs, however now I fear my mic is always on. Is the mic disabled when I have it turned all the way down on the soundcard mixer and on the volume control, or does just soundcard mixer do fine?

Ah also when using soundcard input the volume drops down to the 60s-70's but when I use a file that can use the winamp input it goes up to between 5-15 db
