Vis plugin question

I have an application that can use a vis plugin only. I need a plugin that can show the current song title and elapsed time. Is it possible to have a vis with this type of information? I also need to use Delphi 3 to create the plugin for my needs and it requires a form that will have access to a com port as well as some other control buttons. Is this type of plugin possible? The need for the plugin is to control DJ lighting using a system I have developed. It would work by detecting the current song file, opening a control file based on file name, and is then triggered by detecting the current elapsed time at preset intervals. The trigger sends a command out the com port to the lighting hardware and synchronizes the lights to the song everytime. I have a stand alone program that works fine but would like it to be a plugin for a DJ program I am using that does support vis plugins. And of course it would work with Winamp as well. Any info would be greatly appreaciated.
