Server Question

I wanted to make a shoutcast server for my website, Does my computer have to be on as long as I want Shout cast to work or what?

I also wanted to know if I wanted to make a shout cast server do I need to pay for a hosting?

You can do 2 things.
You can use your pc as a server if you have a decent connection which means you would need to leave it on while streaming.
Or
You can use a remote server eg www.streamsolutions.co.uk offer a decent hosting service for a very reasonable price. Others can be found at www.radiotoolbox.com/hosts so you can decide which to use.

Your website will not 'host' a stream. It will be where you put a link to your stream so people can listen to you.

There are many answers to be found regarding these points by using the search function.

no you dont have to have your pc on 24/7 you can check out the on demand links in my sig below (requires hosted shoutcast server)
