plugin idea

I just wanted to make sure noone has done this before i star development into this plugin, which when done will be my first distributed plugin or application ever . Ok it's pretty simple: i've always wanted a plugin that when i que all my music with shuffle, if any new songs get added to the library i'd want them to be added to the playlist so the list would be up to date and i wouldn't need to keep reloading it.

I was also wondering if theres going to be any compatibility issues with me using C++ .NET ? because i know you need the framework blah blah blah just tell me if i need to develop in normal C++ so i can distribute it happily.
