Listner Link/URL

is this the correct way to write the listner link (url)..

http://70.154.231.54:8000/listner.pls

does it even work? when i try it on a 2nd computer at home with its own direct connection (same dsl modem though) all i get is ..page cant be displayed ..error... i also get page cant display if i try localhost on second computer, though i can get to localhost on(mine) main computer..

hope that makes sense?
