Disable internet sharing/nat/firewall/isp cache

I can't seem to get other people to hear my broadcast although it is running. Everytime I run it, I get "cannot see your station/computer (then it names my IP) from internet, disable internet sharing/nat/firewall/isp cache (connection timed out).

what does that mean? I don't have a firewall, and for some reason, although people here keep telling me it will work. It won't connect when I put my IP in the ip config part for shoutcast, only if i put 127.0.0.1 or my roadrunner ip 192.168.1.100, but MY IP is 24.73.45.184 but when I put that in it doesn't work. I think that 192 is my router IP im not sure.
